Nope card exploding kittens

My husband tried saying I was still technically using it on another player because I was negating their card. Beginning as a Kickstarter project seeking US10,000 in crowdfunding, it exceeded its goal in eight minutes. Is it more of a house rules situation? Or is it more clear cut? The card says it can be used anytime, but also specifies on another player. Exploding Kittens is a casual dedicated deck card game designed by Matthew Inman of The Oatmeal webcomic, Elan Lee and Shane Small, and first published by The Oatmeal in 2015. Like using it to stop a turn/attack mid way through?

However we where not sure that was allowed. As soon as you begin your first turn as a result of the Double Slap then you are accepting that the Double Slap card is in effect. You can play a Nope Card at any time before an action has begun, even if it’s not your turn.

On my first turn I drew another nope card, so I immediately went to play it (I had a suspicion the next card was an exploding kitten, and it was 😂) with the goal of noping the remainder of draw two turn. The rules (under the section on Nope) specifically state that. A situation came up where I used a nope card, but had my nope, nopped 😂 So then my opponent used the attack card where you have to take to turns in a row on me. I got my daughter exploding kittens for Christmas and we were playing for the first time last night. I had a follow up question regarding the 'Nope' card When someone plays a NOPE card is your turn over or can you play additional cards Example: I played a skip card then a player played a NOPE card on me.
